Johnny Callebs

Johnny joined the Council on April 1, 2023. He serves as the main contact for the Council. Johnny manages and directs council activities based on the goals and objectives in compliance with federal laws and requirements. He leads Council staff in implementing the Five Year Plan and assists in developing the Council's public policy, advocacy agenda and strategies, state and federal government relations and other operations. He also manages the Councils budget and hires and manages the Council staff. Johnny brings a wealth of experience to the Council including working with citizen boards, advocating and working with and for individuals with intellectual and developmental disabilities, their families and their support systems.

Vicki Goins

Fiscal Manager

Vicki first joined the Council in 1999, leaving in 2006 to work for the State Budget Office. She came back to the Council in 2018 and now serves as the Council’s Federal Financial Manager. Vicki manages contracts, tracks Council Budget, and assures compliance with grant management regulations. She has worked in disabilities since 1993.

Jennifer Hicks

Program Manager

Jen manages federal planning and reporting, including the Five Year Plan, State Plan Amendments, annual PPR (Program Performance Report), and Annual Work Plans. She facilitates the Council work teams to help them achieve the goals and objectives in the Five Year Plan. Jen has been with the Council since 2017. Prior to that she worked in the State ADA office and has over 10 years in the disability field. She holds the national professional certification ADA Coordinators.

Austin Nugent

Public Policy Manager

Austin comes to the council from UK’s Human Development Institute. She holds a Master of Public Administration with a concentration in disability policy and a graduate certificate in developmental disabilities. She is deeply engaged in the Developmental Disability Network, holding multiple statewide and national leadership roles with the National Disability Rights Network, Kentucky Protection and Advocacy, the Center for Accessible Living, and the Statewide Independent Living Council. Austin works on behalf of the Council to be a resource for legislators and Kentuckians on disability related policy issues.

Nicole Maher

Advocacy and Communications Manager

Nicole is the Council’s coordinator for advocacy initiatives. She facilitates the Self-Advocacy work team to achieve the goals and objectives in the Five Year Plan. She also facilitates the Kentucky Partners in Policymaking program. Nicole shares advocacy issues via social media and is responsible for the Council's monthly newsletter. She has been with the Council since 2018 and has worked in the disability field for over 15 years in a variety of capacities. Nicole has a daughter who has Down syndrome. She is a graduate from the University of Kentucky.

Tim Moore

Front Desk Manager

Tim serves as manager of the front desk phones and business transactions with the public. Tim provides accessibility checks for web content for sister agencies as well.

Carol Tudor

Policy Analyst and Operations

Carol Ann has been with the Council since 2005. She serves as the main contact for inquiries, including submission of funding requests and requests for council information. She oversees office operations and provides administrative and clerical support. Carol Ann also coordinates meeting logistics and supports Council members in making meeting arrangements and reimbursement. Prior to working for the Council, she worked in the Office of Exceptional Children.
